GOALS, OBJECTIVES AND POTENTIAL ACTIONS

Based on data collection and analysis described in the previous section, the following plan goals, objectives and potential actions have been identified for the City of Ferrysburg. Facility projects programmed in the Action Plan have been selected and programmed in order to attain these goals and objectives.
Goal 1:

ASSURE THAT ADEQUATE LAND IS AVAILABLE FOR THE APPROPRIATE USE AND IMPROVEMENT OF PARK AND RECREATION FACILITIES IN THE CITY.

Objectives:

Acquire sufficient land adjacent to existing facilities determined to warrant improvement to or expansion of facilities, programs or park amenities to the extend that additional land is desirable or necessary to accomplish that end. U.S. 31 constitutes a major obstacle to accessibility of these facilities to residents of the eastern portion of the City.

Potential Actions

1. Acquire available land adjacent to Fire Barn Park for improved access, parking and expansion of green space and enhanced use areas and facilities.
2. Acquire land or negotiate joint ventures with other governmental entities to provide for and assure access to nearby open space, water frontage or access points, parks and trail systems that provide expanded leisure time opportunities for members of the community.
3. Acquire land east of US-31 in accessible (by pathway, etc.), populated area for a public neighborhood park with open play space, play apparatus and sitting facilities and other activities focused towards younger families with children, bike pathway users and seniors.
4. Acquire land or long-term use-rights for the connection of non-motorized trails and pathways throughout the community; particularly for the connection of Coast Guard Park, North Beach Park, North Ottawa Dunes, City of Grand Haven dune parcel adjacent to Kitchel Lindquist Dunes Preserve and trails in Spring Lake Township.
5. Consider whether arrangements may be made with the Village of Spring Lake for use of land at the Spring Lake Yacht Club to provide a neighborhood park, or whether additional land should be acquired.
6. Continue to re-evaluate available lands in the City for possible acquisition or development as future recreation land though systematic approach by reviewing data under resource inventory prepared as part of City’s 2001 Master Plan.

Goal 2:

DEVELOP FERRYSBURG NATURE PRESERVE (FNP) TO PERMIT THE INTENDED USE OF NATURE OBSERVATION AND ENJOYMENT WHILE PRESERVING THE UNIQUE NATURAL FEATURES OF THE LAND.

Objectives:

Develop FNP to provide access, parking, barrier free walkways, marked and measured trails and preserve nature interpretation panels.

Potential Actions

1. Fund and execute contracts for the construction of the proposed facilities for the access, parking and trails of the FNP.

GOAL 3:

CONTINUE THE IMPROVEMENTS AND DEVELOPMENT OF USE AREAS IN COAST GUARD PARK IN ACCORDANCE WITH THE DEVELOPMENT MASTER PLAN TO SATISFY THE RECREATIONAL NEEDS AND DESIRES OF THE COMMUNITY WHILE PRESERVING AND PROTECTING THE UNIQUE NATURAL FEATURES OF THE LAND.

Objectives:

Develop new and expanded facilities and programs at the park including a ballfield, soccer field, sledding and general winter play area, amphitheater, enhanced entrance area and features, passive area access and parking, youth water feature area and enhanced trail system that connects to the North Ottawa Dunes.

Potential Actions

1. Develop improved entrance area with access to the undeveloped west side of the dune ridge to the North Ottawa Dunes.
2. Develop cooperative relationship with Ottawa County to establish a joint use and access and parking area for the North Ottawa Dunes/ Coast Guard Park trailhead an amphitheater/interpretive center.
3. Develop amphitheater, interpretive center in quiet natural area near the North Ottawa Dunes. trail head for combined use of all facilities
4. Develop water play area with wading pool and spray feature with multi-purpose paved area as pool basin near central area in park suitable for all age groups.
5. Construct new ball field and soccer field adjacent to existing fields and existing parking.
6. Provide irrigation for all sports fields.
7. Improve lighting for access, parking areas, sports fields and trail areas.

Goal 4:

CONTINUE THE IMPROVEMENTS AND DEVELOPMENT OF USE AREAS IN FIRE BARN PARK IN ACCORDANCE WITH THE DEVELOPMENT MASTER PLAN TO SATISFY THE RECREATIONAL NEEDS AND DESIRES OF THE COMMUNITY.

Objectives:

Develop new and expanded facilities and programs at the park including new restrooms, paved parking, walking paths, new play equipment, irrigation and lighting. Acquisition of land adjacent to Fire Barn Park is desired to enlarge the boundaries of the existing park, resolve conflicts between activities at the park and the residential use, and to provide additional off-street parking.

Potential Actions

1. Acquire available land adjacent to Fire Barn Park for improved access, parking and expansion of green space and enhanced use areas and facilities.
2. Provide for paved parking areas and trails to provide barrier-free access to all areas of the park.
3. Provide irrigation for all sports fields.
4. Improve lighting for access, parking areas, sports fields and trail areas.

Goal 5:

CONTINUE THE IMPROVEMENTS AND DEVELOPMENT OF UNIVERSAL DESIGN CONCEPTS AT ALL THE CITY’S PARK LOCATIONS IN ACCORDANCE WITH EACH PARK’S RESPECTIVE DEVELOPMENT MASTER PLAN.

Objectives:

Develop new and expanded facilities and programs at the park including new restrooms, paved parking, walking paths, new play equipment and lighting.

Potential Actions

1. Improve restroom facilities at all of the City parks.
2. Provide for paved parking areas and trails to provide barrier-free access to all areas.

Goal 6:

DEVELOP A SYSTEM OF NON-MOTORIZED PATHS WHICH WILL LINK THE CITY'S RESIDENTIAL NEIGHBORHOODS WITH SCHOOLS, PARKS, COMMERCIAL CENTERS AND THE WATERFRONT, AND WHICH WILL LINK THE CITY TO ADJACENT COMMUNITIES.

Objective:

Provide residents with a non-vehicular path system that provides opportunities for recreation as well as convenient and safe access to major destinations in the City and connections to adjacent communities.

Potential Actions:

1. Construct non-motorized paths adjacent to major City streets, to link neighborhoods in the City with major activity areas, such as parks, schools and shopping areas.
2. Develop a non-motorized path system linking Coast Guard Park, North Ottawa Dunes, North Beach Park, Hoffmaster State Park and the proposed 100-acre Spring Lake Township Park

Goal 7:

PROVIDE MORE OPPORTUNITIES FOR LAKE ACCESS IN THE CITY OF FERRYSBURG.

Objective:

Develop a public boat launching facility in the City. The 1996 and 2001 resident surveys identified the lack of a public boat launch facility in the City as a deficiency. Given the abundant shoreline present in the City, it is important that public accessibility to this recreational resource be provided. The Action Plan proposes long-term development of a public launch facility at an undetermined site on the waterfront.

Potential Actions:

1. Acquire land on the Grand River or Spring Lake, and develop a public boat launch.
2. Explore options of public launch facility that would be developed in coordination with private redevelopment of the industrial waterfront area east of the Sag.
