CHAPTER 94:  PARKS AND RECREATION

§ 94.01	APPLICABILITY OF RULES AND REGULATIONS; ENFORCEMENT.
	(A)	The parks and recreation areas owned by the city shall be subject to
		the following rules and regulations and shall be under the jurisdiction 
		and enforcement authority of the City Manager and the Police 
		Department.

	(B)	Those persons herein designated to be in charge of such parks and 
		recreational areas shall have the authority to regulate the activities 
		in all areas of the park when necessary to prevent congestion and to 
		secure the maximum use for the comfort and convenience of all. Visitors 
		to the parks and recreation areas shall be required to comply with any 
		directions given to achieve this end.

§ 94.02	HOURS; ENTERING OR REMAINING IN PARK WHEN CLOSED PROHIBITED.
	(A)	The parks and recreation areas shall be open during such hours as shall 
		be established from time to time by the City Manager, which hours shall 
		be clearly posted at each vehicular entrance to the park or recreation 
		area.

	(B)	It shall be unlawful to come into the park or remain in any park or 
		recreation area during hours when said park has been declared closed to 
		the public by the City Manager or the Chief of Police.

§ 94.03	CAMPING AND OVERNIGHT SLEEPING.
	There shall be no camping or overnight sleeping in parks or recreation areas of 
	the city without a special permit from the City Clerk approved by the City 
	Manager.

§ 94.04	ALCOHOLIC BEVERAGES; FIREARMS.
	Possession, use or transportation of alcoholic beverages or firearms of any 
	kind is prohibited in all city parks and recreation areas at all times.

§ 94.05	VEHICLES.
	Off-road vehicles including snowmobiles are prohibited in the city parks and 
	recreation areas. All other licensed vehicles are restricted to ingress and 
	egress only and then shall be permitted only during the posted hours which the 
	parks are open.

§ 94.06	FIRES; COOKING.
	The lighting of fires and cooking of meals shall be limited to areas designated 
	for such activities.

§ 94.07	GROUPS IN EXCESS OF 10 PERSONS.
	The use of the parks and recreation areas of the city by groups in excess of 10 
	persons at one time shall be permitted only by a permit issued by the City 
	Clerk pursuant to an application made therefore on forms to be issued by the 
	City Clerk, except for organized recreational activities approved by city 
	authorities.

§ 94.08	DESTRUCTION OF PROPERTY.
	It shall be unlawful for any person to disfigure, injure, tamper with, 
	displace, remove, or destroy any of the trees, shrubs, tables, fireplaces, 
	benches, or other municipal facilities within a public park or recreation area.

§ 94.09	TRASH.
	It shall be unlawful to dump, deposit, bring into the park or recreation area, 
	or leave any bottles, broken glass, paper, boxes, cans, dirt, rubbish, waste, 
	garbage or refuse, or other trash.

§ 94.10	DISTURBING THE PEACE; LANGUAGE.
	It shall be unlawful to disturb the peace, or use any profane, obscene or 
	blasphemous language within the parks or recreation areas of the city.

§ 94.11	ATTIRE.
	It shall be unlawful to undress or change clothing except in those places 
	designated for such purposes and it shall be unlawful to appear in a public 
	park or recreation place in the nude.

§ 94.12	PICNIC AREAS.
	No person shall use any portion of the park or recreation area of the city for 
	picnics except those areas designated for such purposes.

§ 94.99	PENALTY.
	Any violations of this chapter or the rules and regulations set forth herein 
	shall constitute a misdemeanor and shall subject the person convicted thereof 
	to a fine of up to $100 and/or a jail sentence of up to 90 days.
